Chaves pide a los diputados que trabajen como si no hubiera elecciones.

El acuerdo político para la cesión de las competencias sobre las aguas andaluzas del Guadalquivir está prácticamente cerrado. El consejero de la Presidencia, Gaspar Zarrías, anunció ayer en Madrid, tras reunirse con la ministra de Administraciones Públicas, Elena Salgado, que los Gobiernos central y autonómico están en disposición de firmar un acuerdo el próximo mes de noviembre en una comisión mixta de transferencia. Los aspectos técnicos, muy avanzado en reuniones bilaterales entre los respectivos departamentos de Medio Ambiente, se cerrarán más adelante.

Este asunto formará parte de la agenda de temas que abordarán el presidente del Gobierno, José Luis Rodríguez Zapatero, y el presidente andaluz, Manuel Chaves, en la Moncloa en una cita prevista para este mes, pero que aún no tiene fecha. Las inversiones del Estado para 2008 en función de la población andaluza (17,8%) y el pago, al menos de un anticipo, en concepto de deuda histórica son otros de los asuntos en los que los socialistas confían en tener una respuesta positiva. Chaves se mostró optimista por cuando contó que lleva mucho tiempo hablado de estos asuntos con Rodríguez Zapatero.

Chaves intervino ayer en la primera reunión del curso político celebrada por el grupo parlamentario socialista. El secretario general del PSOE, que volverá a ser candidato a la Junta en las elecciones de 2008, instó a los suyos a trabajar como si no hubiera elecciones y a dedicarse de lleno a la intensa tarea legislativa prevista en los próximos cuatro meses, según dijo a los periodistas. Chaves calificó de prioritarias la aprobación de la ley de RTVA, junto a las de Educación, Igualdad y Violencia de Género. Quiero un consenso amplio y por supuesto con el principal grupo de la oposición, dijo.

Aunque los diputados en ese momento desconocían los resultados del barómetro de la Universidad de Granada, que pronostica un nuevo triunfo del PSOE en Andalucía, Chaves les pidió que no bajaran la guardia. El presidente también envió un mensaje de consumo interno para frenar las críticas surgidas en el seno del PSOE de Málaga: Las polémicas de cara al exterior sobran.

El PSOE ganaría las elecciones autonómicas de celebrarse ahora con el 48,9% de los votos, frente al 33,6% del PP, según el Estudio General de Opinión Pública de Andalucía realizado por el Centro de Análisis y Documentación Política y Electoral de Andalucía de la Universidad de Granada. La encuesta se realizó entre el 11 de junio y el 9 de julio pasado mediante 3.200 entrevistas telefónicas. En las elecciones autonómicas de 2004 el PSOE sacó en urna una diferencia de 18,8 puntos. IU sacaría el 7,7% de los votos y el PA, un 5,5%.

Según el estudio, la abstención se situaría en el 27%. El socialista Manuel Chaves es el único dirigente andaluz que aprueba con 5,25. En segundo lugar se sitúa Diego Valderas (IU) con una nota de 4,49, superior a la obtiene Javier Arenas (PP) con 4,18. Julián Álvarez (PA) saca un 3,48, una décima más que Pedro Pacheco. La valoración del Gobierno andaluz logra el 5,29, mientras que la oposición del PP recibe un 4,08.

Decrease in the use of radiotherapy procedures in favour of chemotherapy for the treatment of cancer in hospitals

According to the study carried out at the Department of Radiology and Physical Medicine (departamento de Radiología y Medicina Física) of the Universidad de Granada, in Andalusian hospitals radiotherapy is not used as much as should be expected for the treatment of cancer, in favour of other procedures such as chemotherapy or surgery. The study, carried out by Doctor Patricia Cabrera Roldán, and directed by Professor José Expósito Hernández, revealed that the application of radiotherapy treatment often exceeds appropriate time limits, and varies a lot depending on the hospital in which such treatment is applied.

This study is based on the data of patients, treated in any of the 10 Andalusian public hospitals during a period of one year, who were submitted to radiotherapy procedures for the treatment of tumours in the breast, lung, head and neck, cervix and endometrium. The researchers’ main objectives were to analyse the frequency of application of radiotherapy treatment in patients suffering from cancer (rate of radiation) and to determine the existence of substantial differences in the application of radiotherapy treatment among different hospitals.

The scientists from the Universidad de Granada revealed that, in Andalusia, radiotherapy procedures vary depending on the hospital in which they are applied. The main differences affected are: common treatment procedures (purpose and type of treatment, simulation methods used in the treatment, immobilisers or verification systems) and the definition of the treatment itself (total dose and treatment volume).

Less than desired

According to Patricia Cabrera Roldán, “Radiotherapy is not used as much as expected for the treatment of cancer in the hospitals analysed”, pointing out that this statement applies to the five hospitals studied. Finally, Patricia states that this fact is partly caused “by the incomplete equipping of the hospitals’ high-energy units”, but also by the doctors’ preferences, since application of radiotherapy “varies among the hospitals studied, even when an equal number of treatment machines are available for use”.

The study also reveals that, generally, patients start their first treatment of the illness on time and without inappropriate delays. “even though the application of radiotherapy treatment often exceeds appropriate time limits, and varies depending on the hospital in which such treatment is applied”. According to researchers, this excess of time may be caused by the fact that most of the patients receive treatment combined with surgery, radiotherapy and chemotherapy. This fact may represent a methodological problem of the study.

In light of these results, the Scientists think that health authorities should, on the first hand, adjust the material means necessary for the treatment of cancer in Andalusia; on the other hand, they should improve the introduction of cancer treatment protocols, agreed and based on scientific evidence.

Cancer is the second main cause of death in our society after cardiovascular diseases. However, it is stimated that in the 21 century, cancer will become the leading cause of death.

Con la simulación de diseño predicen el comportamiento de una empresa, en un proyecto de innovación de la UGR

Analizar la importancia de los simuladores en los estudios relacionados con la dirección de empresas y la dirección de operaciones, es uno de los aspectos del proyecto que lleva por título “Utilización de la simulación de diseño al fomento de la creación de nuevas empresas”, que coordina la profesora Mª Carmen Haro Domínguez, del departamento de Organización de Empresas de la UGR.

Con el proyecto de innovación docente, ya aprobado pro el Vicerrectorado de Planificación, Calidad y Evaluación Docente de la Universidad de Granada, se pretende crear un marco favorable al aprendizaje de la estrategia empresarial. El modelo de simulación puede ser utilizado para predecir el impacto en indicadores claves y reducir significativamente el riesgo asociado con las decisiones empresariales.

Junto a la coordinadora, Mª del Carmen Haro Domínguez, participan en este proyecto los también profesores del departamento de Organización de Empresas de la UGR Andrés Navarro Paule, Mª Teresa Ortega Egea, Mercedes Romerosa Martínez, y la becaria Irene Casares MENA.

Según los responsables, en este proyecto de innovación docente de la UGR, “los alumnos han tenido la oportunidad de desarrollar y analizar nuevas ideas relacionadas con el diseño o mejora de sistemas de prestación de servicios sin necesidad de comprometer los recursos que serían necesarios para ello, así como el tiempo que conlleva poner en marcha tales sistemas de prestación”.

Así, los participantes en este proyecto, pueden conformar una visión global de la estrategia de empresa gracias a la toma de decisiones en todas las áreas funcionales, la interacción y la competencia con otras empresas, lo que les sitúa en medio de un entorno cambiante y dinámico, enfrentándose a la realidad empresarial.

A decir de los responsables del proyecto, “la formación recibida por los alumnos es más completa e innovadora, adaptada a las nuevas tecnologías y haciendo hincapié en el desarrollo de las habilidades personales.”

After summer holidays, miracle-diet adherents stick to these diets to lose the weight gained in the last months in record time.

Gyms also become overcrowded with people making a final sprint of sacrifice whose results do not exactly match previous expectations and with few benefits for health. In the field of nutrition, miracles do not exist: in the same way we gain weight as years pass by, weight loss should be equally progressive, states Professor Emilio Mart?z de Victoria Mu? Head of the Institute of Nutrition and Food Technology Centro Mediterraneo at the University of Granada in Spain.

It becomes clear that the energy needed by the body to carry out its functions comes essentially from food. Nevertheless, a whole range of hormonal and nervous mechanisms take part in body weight regulation, which makes such process a bit more complex.

When the amount of consumed calories is similar to that of calories used during the day, the energy balance is kept stable and, therefore, weight is kept constant. However, when consumed calories exceed used calories this balance is disturbed and weight is gained, as excess calories are stored as fat in the body. As an example, Professor Mart?z de Victoria points out that an energetically-balanced girl who is given a chocolate cookie a day during four years will gain 20 lbs (approximately 9 kg) in that time.

The researcher affirms that miracle diets are useless to get a stable negative energy balance. There are no scientific foundations behind the vast majority of these diets and they usually restrict consumption of certain food groups, which entails nutrient deficiency whose consequences are serious health problems. In addition to this, miracle diets only help to lose weight in the form of glycogen and water – not fat – that being the reason why rapidly lost pounds are immediately recovered.

Among those panacea diets, and absolutely ignoring all medical recommendations on what a healthy diet should be like, consumers will come across the South Beach diet, a revolutionary plan that allows you to eat as much as you wish while assuring that to lose weight you will have to undergo a two-week purifying period based upon the elimination of sugar and simple carbohydrates. Atkins nutritional method is another example: with this diet you can eat unlimited amounts of fats – such as butter – as well as of meat, fish, eggs and dairy products, whilst restricting vegetables and fruit. These are only two of the endless list of miracle diets, in which the Artichoke diet or the Blood Type diet also occupy leading positions.

Prof. Mart?z de Victoria insists that the best way to control body weight is to combine a limited food intake with regular physical exercise. In this sense, he states that with a 500 to 700 calorie deficit, depending on body weight, age and physical exercise, a person can gradually lose 6.5 lbs a month, with the guarantee of not recovering double the weight they lost in half the time they lost it.

In the same way, this researcher stresses the fact that a high-fibre diet helps control obesity, as fibre-rich foods facilitate a lower intake because their mastication time is longer and, due to their volume, produce the filling sensation more quickly. Furthermore, fibre speeds intestinal transit time while slowing food absorption. All these data have been recently presented in the University of Granadas summer course Healthy Food and Physical Activity (Alimentaci?aludable y Actividad F?ca), organised by the UGRs Centro Mediterraneo.

– Sindrome da rientro? Niente paura, qualche consiglio e un po’ di pazienza per rientrare gradualmente nelle proprie vite quotidiane

Siete tornati in ufficio dopo le ferie e avete difficoltà a concentrarvi, siete colpiti da fastidiose emicranie, agitazione e ansia? Niente paura! Sono sintomi passeggeri tipici della cosiddetta Sindrome da Rientro e spariranno entro una ventina di giorni.

La consolazione è: siete in buona compagnia. Secondo uno studio dell’Università di Granada ben il 35% dei lavoratori tra i 25 e i 40 anni soffre della sindrome da rientro. Un dato non preoccupante se si pensa che nell’ultimo decennio la percentuale di vacanzieri che soffrono a causa del rientro è scesa dal 55% al 42%.

Willy Pasini, direttore del centro OMS per la medicina del turismo, sottolinea che più lunga è stata la vacanza e più difficile sarà il rientro al lavoro e alle abitudini quotidiane: il cervello cancella i pensieri, le preoccupazioni e gli impegni; quando viene nuovamente stimolato, una volta rientrati dalle vacanze, le difficoltà risultano ancora maggiori, soprattutto per manager, professionisti impegnati e dall’agenda fitta di appuntamenti. Niente paura, però. Basta qualche settimana per riprendere la propria vita quotidiana con lo sprint di sempre e bisogna solo dare tempo al proprio organismo e al proprio cervello.

Come aiutarsi in maniera naturale? La Coldiretti ha ricordato che una recente ricerca pubblicata sul Journal of the Science of Food and Agricolture ha dimostrato che l’uva rossa sarebbe efficace per regolare i ritmi circadiani e a rilassarsi: più in generale, molti frutti ricchi di melatonina e altri antiossidanti svolgerebbero questa efficace azione anti-stress. Via libera, quindi, a tanta frutta come mele, pesche, uva, melone e pere, ma anche a verdure come zucchine, pomodori, peperoni e insalate. Numerose verdure celano, infatti, nel loro contenuto di vitamine e sali minerali insospettate proprietà depuranti e anticolesterolo, molto utili per chi avesse esagerato durante l’estate con alcolici e cibi non proprio dietetici.

Non può mancare, infine, qualche consiglio destinato ai genitori. Anche i bambini soffrono del rientro dalle vacanze e bisogna aiutarli a superare questa fase delicata, sforzandosi di mantenere le buone abitudini prese in estate. È consigliabile che i genitori tengano ancora spenti televisori e playstation e spingano i figli ad una vita più attiva, il più possibile all’aria aperta, combattendo la sedentarietà e la pigrizia (gli esperti consigliano per i bambini di sei anni e più almeno un’ora di attività fisica al giorno e 5 ore settimanali). È necessario cercare di regolare le abitudini del sonno dei più piccoli: i bambini hanno bisogno di rientrare nelle loro abitudini quotidiane e di dormire a sufficienza. Un’attenzione particolare va riservata al menu dei bambini: è bene partire con una ricca colazione, che rappresenta il pasto più importante perché permette all’organismo di fare il pieno di energie per tutta la giornata; a pranzo è consigliabile carne o pesce per tre/quattro volte alla settimana o un piatto unico come legumi, cereali o una pizza, a cena formaggi (per tre volte alla settimana), uova e salumi ciascuno per due giorni alla settimana.

La Federación Internacional de Asociaciones de Profesores de Español celebrará durante las fechas 26, 27, 28 y 29 de septiembre de 2007, en los edificios de la Facultad de Letras y del Centro de Lenguas Modernas de la Universidad de Granada, su IIº Congreso Internacional bajo el título de: El español: una lengua, muchas culturas.

FIAPE reúne a 30.000 profesionales de la enseñanza del español y en la actualidad está constituída por once asociaciones.

Este año cuenta con la con la participación de más de 200 profesionales de todos los niveles de enseñanza en español.

ARCE estará presente exponiendo y representando a todas nuestras revistas asociadas.

Deu preguntará al MEC por el descenso de financiación en el convenio de Educación

– Deu preguntará al MEC por el descenso de financiación en el convenio de Educación

La consejera de Educación, Mabel Deu, y la directora técnica del área, Susan Román, expondrán el miércoles en una reunión con el subdirector adjunto de Relaciones con las Administraciones Territoriales del MEC, Manuel Bellón, el malestar de la Ciudad por lo que consideran un recorte en los fondos destinados al convenio entre el Ministerio de Educación y la Administración Local. El encuentro, organizado a petición de la Consejería, servirá para que Deu pregunte por este hecho, que afecta a una plantilla de 81 trabajdores que se han convertido en imprescindibles en los centros educativos en que prestan sus servicios, según la consejera.

No es el único problema que se abordará en la reunión, ya que dentro del mismo convenio se rebaja asismismo el dinero destinado a la formación. Deu también ha mostrado su preocupación por la exigencia del Ministerio con la Ciudad en Educación Infantil, que llevaría a la obligación de dotar a Ceuta de cien nuevas plazas el 1 de enero de 2008. La consejera considera muy difícil que de octubre a enero dé tiempo a construir un nuevo centro necesario para establecer esa oferta de plazas, motivo por el que espera llegar a un nuevo acuerdo.

La consejera también ha hablado sobre la situación del proyecto del campus, del que sigue a la espera de contestación por parte de la Universidad de Granada. Una respuesta que se empieza a alargar demasiado para el gusto de la Ciudad, por lo que Deu ha recordado que si la Universidad no está interesada, el Gobierno local piensa seguir adelante con el proyecto por otras vías.
