Reunión online dedicada a la traducción jurídica al/del ruso “Court translation and interpretation: International experience and perspectives of institutionalization in Russia”

We would like to invite you to take part in the meeting under the title “Court translation and interpretation: International experience and perspectives of institutionalization in Russia”. The meeting is to take place on the 8th of June 2020 at Moscow State Linguistic University at 11 am.

Due to the Covid-19 pandemic the meeting will be conducted in the format of online round table discussions. It has been organized on the initiative of Moscow State Linguistic University and Union of Translators of Russia. The aim of the meeting is to consider international experience in the area and to talk about prospects of legalization and harmonization of the activity of interpreters and translators who work in courts and law enforcement bodies in Russia.

The discussion is motivated by the fact, that the current legislation has no regulation in the area. For instance, the legislator does not reveal which criteria can attest to whether the interpreter or translator has the necessary qualification. Besides, we face difficulties while searching for specialists in certain language combinations, which are needed in different regions of Russia. The issue is pressing with regard to the languages of limited diffusion, the CIS languages and some languages of peoples of the Russian Federation. As a result in some cases certain doubts may occur in respect of reliability of information contained in the interpretation or translation, and thus the justness of the verdicts pronounced by the courts on the basis of the interpretation or translation done by unqualified specialists.

In order to solve the problem Union of Translators of Russia in cooperation with the judicial and law enforcement bodies as well as leading Russian universities which train future interpreters, translators and lawyers (for instance, Moscow State Linguistic University, N. A. Dobrolyubov State Linguistic University of Nizhny Novgorod) propose to create a Russian model of the Institute of court (jury/sworn) translators and interpreters. The structure and the work of the Institute must include best international practices. However, the work will only become a success, if it is supported by Russian legislators. That is why the work concerning the creation of the Institute must be done in close cooperation and with direct participation of representatives from the State Duma of the Russian Federation. While elaborating a model of the Institute we must provide for creation of a uniform system of professional training and skill enhancement, and a uniform system of job certification. It is also important to create a uniform information database (a register of court interpreters and translators) which would contain data about people, who have successfully completed their specialized professional training and passed qualifying examination. The above mentioned database must include the data, which would help to assess the specialist’s qualifications fast enough.

The meeting is expected to be attended by the representatives of the Ministry of Justice of the Russian Federation, the Federal chamber of lawyers of the Russian Federation, Law society of the Russian Federation, the heads and responsible executives of law enforcement and court bodies of different levels, foreign colleagues, who have positive experience concerning participation in the creation and organization of the court interpreting and translation system in their countries, the representatives of the interested Russian translation and interpretation companies, the representatives of partner translation and interpreting organizations from the CIS countries, professors from the leading Russian universities, who train translators and interpreters. Moreover, the meeting is expected to be attended by an international expert, the President of the International Federation of Translators (FIT), Kevin Quirk.
