The key of a balanced policy in the European Union resides in the delimitation of powers

The delimitation of competences is, in the European construction process, the main factor for the definition of the political model and all the power balance reside in it, according to the book published by the University of Granada on “The reform of power delimitation in the future European Union”, edited by professors Diego J. Liñán Nogueras and Carmen López-Jurado Romero de la Cruz, of the Department of Public International Law and International Relations.

According to the authors of this book, the world of the European Union “is filled with technical-legal complexities and behind it there are tough political questions related with the definition of the EU, its States and even the allocation of power in the internal constitutional systems”.

Despite its importance, this matter has not been clearly solved in the European construction process and, according to professors Diego J. Liñán Nogueras and Carmen López-Jurado Romero de la Cruz, “paradoxically, it is one of the worst solved elements in the integration process and one of the most decisive factors of the progress of the European unification. The fact is that the lack of definition of the system of attribution of powers has been especially beneficial for the transference of powers from the States to the Union.”

The book “The reform of power delimitation in the future European Union” includes in 350 pages three chapters on “General questions”, “Power delimitation in specific sectors” and ”The position of the autonomous regions faced with the reform of the European Union”. It also includes two chapters about “Communications” and “Annexes”.
